libutil in OpenSSH on FreeBSD 4.4 and earlier does not drop privileges before verifying the capabilities for reading the copyright and welcome files, which allows local users to bypass the capabilities checks and read arbitrary files by specifying alternate copyright or welcome files.

| Summary |
FreeBSD 4.4以前のOpenSSHのlibutilは、著作権ファイルとウェルカムファイルの読み取り権限を検証する前に特権を放棄しません。そのため、ローカルユーザーは権限チェックを回避し、代替の著作権ファイルやウェルカムファイルを指定して任意のファイルを読み取ることが可能になります。
